Setting up a Multimedia TelePresence Center for Universities in Moldova

The Technical University of Moldova (TUM) ran a tender on providing services for setting up a single TelePresence center for universities in Moldova, under the TEMPUS Project on Enhancing the University Autonomy in Moldova (EuniAM), and concluded in May 2013 a contract with the winner, S&T Mold Company.

The contractor committed to develop a solution based on modular architecture that would allow for setting up a single TelePresence environment for joint meetings of representatives of universities in Moldova, as well as meetings with participants from abroad. Besides, the TelePresence platform was to be used for online learning.

In the course of the project, the contractor and the customer reached an agreement on the proposed concept, developed the scenarios and defined the logical design of the interaction process, in particular for TelePresence and eLearning services. Additionally, at the design stage they developed the algorithms and implemented the functional solution for ensuring real-time communication and public broadcasting of presentations and discussions of diplomas/theses papers involving foreign teaching staff.

The proposed architectural solution has been successfully implemented, using such hardware and software solutions as high-end server systems, disk drives, HP UPS', HP networking hardware, VMware server virtualization software, Polycom TelePresence systems and an ADOBE webcasting software platform.

Under the Project, the contractor has not only implemented the required functionality, but also ensured that the customer would be able to make use of a fully virtualized educational environment. The resources at the TelePresence Center can be both used to ensure participation of various remote groups at an event and to ensure that several events are held at the same time by several different groups of participants.

Due to successful implementation of the integration project the customer:
• provided to students remote access to the University's courses;
• significantly expanded the scope of students from other universities attending TUM events, including students from abroad;
• created a collection of university courses and provided online access to it.
